Shirley You Can't Be Serious

Why is it we say "sure" when it's positive (Sure, I'll take out the trash for you!) but say "surely" when it's negative (Surely you don't expect me to mop that!)? Or is it that we use "sure" in a declaration and "surely" in a question?

And don't call me Shirley.
